I have shipped many TRD Fuel Door and Gas Cap Cover Kit to Austria and Germany (over 50 kit) and as i know, none of my customers need to pay any tax at all because I can lower the value on the shipment and your local customs will not know how much you paid for because there is no invoice inside the shipment. Also, if they want to see your invoice, I can send you an official one with "low value"
